Anything important will be purchasable in the future.
They aren't trying to crush the spirits of those that can only afford Standard Edition. If you have the money, you'll have the power to get whatever you want at a much later date.
I purchased the Standard Edition for VI because I didn't think that the game would be good.
I was right, but over the course of the next 2.5 years, I still purchased all of the additional content to see if the game had improved.
No need to be cautious this time. They've got a surefire success story in this one.
As for the Shawnee, I suspect that eventually, you'll just get that for free. Maybe they will issue it as its own DLC you have to pay for. One way or the other, I can't imagine that they will waste that content forever, and fail to get either a bit more money if they charge for it, or a bit of gamer goodwill if it's free. That would make no sense.
This is all conjecture,based on their prior behavior and the internal logic of capitalism. I haven't heard that they have said anything about when you will be able to get the collections or the Shawnee. I wouldn't take that as at all indicating that they won't release them as DLC eventually, because of course they can't talk about how you get them eventually while they are all three still carrots they are holding out as incentives to get you to pre-order. The people who are shelling out the money now to pre-order will feel cheated if the Shawnee are released on February 12 as a freebie. The folks buying the Deluxe or Founder's are going to be unhappy if they sell any of their contents too soon as well.
It's anyone's guess how long you'll have to wait for any of it. The bright line I expect them not to cross, is that none of this will be released separately until after the folks who pre-ordered get a certain time interval of exclusive access. So, no Deluxe content until after March, and no Founder's until after September, at the very earliest. Shawnee's red line is February 12.
All of that is just the features that are pure gameplay. Deluxe and Founder's have some content beyond their leader/civ/wonder collections. Some of it is cosmetic, but there are also leader personas mixed in. The fact that they have separated out the collections does create some concern that the other stuff in the editions may only come out later, and maybe not at all. I doubt it, because why waste any content when it could still get them money or goodwill?
