game's not in a great state atm
I'll trust your word, I'll wait then for a sale at least.
If you really like the base game then you can consider if you want to buy any of the overpriced DLC and when there is a good sale on them.
It's a fun game to screw around with if you're only looking to learn the new gameplay mechanics.
However, if you're looking to play a match, and you're serious about strategy games, I'd wait two years. Wait for them to complete it. Right now it isn't worth playing. Unless you just want to practice learning the new rules.
In other words, none of the extra content is currently worth it.
It will be later, when they are done working on the game. Those who have purchased it haven't wasted their money. Problem is, it's going to be a long wait until this baby bears fruit.
You can play Anno 117: Pax Romana in the meantime.
It'll be released in a few months. Long before Civilization VII is complete.
