Report a translation problem
This seems like a narrative choice where you exchanged a settlement's production to some other type of yield, but I suppose it could be some kind of display error as well.
This sounds like the construction of a building on new district was canceled. Production functions a bit strangely here, sometimes requiring you to build any building on that new and empty district/urban tile in order to continue building elsewhere.
All of that probably won't help too much... but they don't really sound like bugs to me. It's hard to say without actually seeing the game play in action.
ah ok, but the availability of the colonists is not explained anywhere.
However it is unlikely because the game had just started, I had not yet made any narrative choices, maybe just one but it was not related to the constitution.
No the buildings were all available, but after this thing of the 999 turns that I unlocked with the purchase of a unit, the buildings were no longer available because there was no suitable terrain. I believe unfortunately these are real bugs unfortunately
Yes it's true, I'm confident in the next patch, which I hope will arrive in May but I fear unfortunately it will arrive in June
