Start Civ 8 with a fresh crew, keep the art team though, they did good work.
Now there's a joke if I've ever read one on these forums...
Civ 2 was my first Civ and for sure I played hundreds of hours of it but the Civ we're playing today has more of Civ 3's DNA in it than Civ 2's. I would actually pay for a HD reboot of Civ 3 as it was the version I played the most. I still think it's the best of the bunch as it retained much of what was good with Civ 2 and added culture and cultural borders to the mix. The unit models and animations were top-notch for their time too and as for the music ...
But none of this is going to happen as almost none of the folks who are angry with Civ 7 would buy it. They would look at it and just say something like'lazy, low-effort cash grab!' or find some other justification not to buy it. Of course it wouldn't be $10 or any sort of price that these folks would pay either.
A lot of us would buy it in a heart-beat. And like I said, they could make "some" adjustments to allow for culture.
Most everyone is upset with the state of Civ 7 for one reason or another, but anyone who has read Sid's memoir recognizes how much that title deviated from the proven methodology that previous titles stuck to.
- Have an established lead designer who wasn't a lead on a previous civ entry
- Give the expansion pack work to someone young and hungry to prove themselves and maybe they can be the lead on the next full entry
Instead we get Ed Beach Management Game 2 (TM) with all of its unnecessary guardrails.
So how about we get some programmer at Firaxis to focus on updating Civ 2 to a modern system spec and see how it turns out. Looking at the current player count charts, Firaxis isn't on a good trajectory.

Civ 7 is shaping up to be a DLC simulator, with $30 for 2 leader/4 civ packs. That wouldn't be possible for a remaster of Civ 2, unless a great deal was changed to allow for more DLC to exist with it.
Now, the one I could see it working for is Civ 5. A remaster or remake of Civ 5, with all the DLC also being remastered, sounds like something that financially might be viable.
While I think 3 and 4 are the pinnacle of the franchise, 5 was a much more financially successful game. It's my least favourite Civ by far but I'll admit that it had the best music of them all.
