Can't convert city-states?
Any explanation for this? The button is grayed out and says "spread religion cannot be used on Holy Cities or Settlements that are being razed." It's not a holy city and it's not being razed.

Hmm, odd. You can convert them, in my last game I got relics for converting them. Are you standing in an urban or rural tile? That might have something to with it.

Also, have they actually made the jump to city state? Before they become a city state, I don't think they can be converted.

You can't convert a city that is founder of a religion - in my experience.
Is it a city state or still independant ?

Until someone has converted the independant camp into a city state, it's impossible to convert it. Once it's a city state, it can be converted.

There is no way that it could be the founder of a religion as far as I know, so the message you got is strange. The message shouldn't be that. Whatever you found is probably a bug.

You can't convert a city that is founder of a religion - in my experience.

But a city state isn't going to found a religion.

They are just a barbarian camp until someone is a suzerain of them, at which point they become a citi-state, when you can spread religion to them.
If you - or other AI player - is befriending them, this will not happen until the bar reaches the end for the first player.
You can convert other types of settlements before they become cities. Not sure why these are exempt.

I thought there weren't barbarian camps anymore.

One of the independents took over a holy city somehow most likely.
Definitely not. I think it's just that, as others have said, city-states can't be converted until they have a suzerain, which is... not written down in game anywhere I can find.

They aren't city states until they have a suzerain. You can convert City States, you cannot convert independent peoples.

No Suzerain -> no City State.
