Unlikely to go on a major sale soon it is just too new.
If you get the itch to play it and can afford it, buy it.
If not, wait for sale and play something else.
At the moment the price is very (many would say "too") high, for the product you recive.
You know your tastes best. Watch some gameplay footage, ponder, make your own decision.
Then, see if the fixes address major issues with gameplay. Then, probably wait for a sale. From what I've been reading, there's a major consensus among the reviewers in expressing very deep remorse over spending what they have.
If you need to ask, then you already know the answer for you is to not buy it.
Honestly, if you don't know that you want to play the game today, then you probably don't so just wishlist and wait for a sale, especially as we've seen quite a few folks willing to give it a go past the refund window only to find that they hate the era changing system.
We really don't need another angry peep on these boards complaining about the game. :D
It is not the full game.
It will have a lot of dlc's.
The game design and game play is different from the normal civ, game genre.
The civ series is getting stale.
And the sollution they chose to solve it is not helping it.
Despite the need for patches, I have really enjoyed the game so far and I have no regrets getting in early.
