<----- Crusader Kings III is that way.
0.02% of Civ players want a romance system.
The old "build and see your palace" thing would be an awesome return too
Meh, couldn't get into CK3.
Crusader Kings III seems to sell plenty of DLCs
If Civ VII gave us a character creator, and let us create our own civ leaders, it would be more difficult for them to sell us the DLCs that have different civs that we wanted that the base game does not include.
Do you understand this? Do you understand that the monetization model here revolves quite a bit around not giving players the freedom to make their own civ and leaders?
Duh... and I'm saying there's more than one way to sell DLC's, It's called using their imagination. I know, it's a crazy idea, but it's been done before.
