Games like Against The Storm or Banished are cheaper, way more of the money goes to actual sincere and invested developers vs giving cash to the capitalist pig dogs at 2K, and again offer comparable time value for money.
Under your argument they'd be justified in charging literal hundreds of dollars for the base game just because the "dollars per hour" are so low.
This is just a sort of defense of last resort when they can't actually justify their claims because it *sounds* like a good answer if you don't think about it too hard.
Civ 7's "districts" are literally copied from the Endless Legend system including the resource gathering stuff.

What other 4x game was released since the new standard for triple A games became $70?
Civ games distinguish themselves from other 4x games quite easily. Do you see numbers even close to civ from Ara? Millenia? Old world? Humankind?
No other 4x game offers even remotely close to the time sink Civ does for me. So you should really be asking yourself the question. Because its going to be different for both of us. Just like the value of $70 is going to be different. To some people thats nothing and to others its a lot.
You seem to want an objective answer to a subjective question.
