By the way, you can double check if there’s an actual 3rd city or not in the stat ribbon for that character.
Minor bug
Dude, the AI LOVES putting cities as far away from their other cities as possible. Especially if it somehow shafts the player. I just had a civ with two cities put their third all the way across the map just so they could forward settle me and get their precious "shared borders" hatred going on. So, the idea that there's a settler literally anywhere on the map should not surprise you.
Keep the Settlements with Wonders and lots of Science and Culture.
It is possible to operate at 2 Settlements over your limit. Particularly after you get the Military Leader Trait that allows you to ignore big (Un)Happiness problems in Captured Settlements.
I Picked up +3 Settlements Limit going from Antiquity to Exploration. So I started Exploration with a 11 Settlement Limit.
added The leader Attribute in the Military Branch that allows you to IGNORE Happiness Problems from Unrest in Captured Settlements is VERY Useful for a Player playing a Conquest game, i.e. keep taking Settlements from the other Empires.
