This is the entry that tripped you up? It doesn't say anything about Wonders but you somehow thought that Wonders are Buildings? And now you're upset that someone said you got confused? Take a look at the entry for Production:
Not only here but everywhere else throughout the game, they DO make it clear that Buildings and Wonders are not the same thing. YOU made an incorrect assumption, then YOU made a demand that the developers need to cater to your mistake.
They don't need to change anything. And I am not sorry for saying you got confused.
Are you talking about the Celebration bonus gained by selecting Oligarchy for your government? Nope, it doesn't. There is a separate one for Wonders in the Classical Republic government.
Maybe someone will test and find that it does boost Wonders. If it does it's most certainly a bug.
