Steam Key “Not Available”

I bought the retail version from my local EB Games with a CD key in a box and when I enter the key it says:

“Not Available
Sorry, but is not available in your country. Your purchase has been cancelled.”

I checked my country (Australia) setting in steam and that matches the case, I did contact EB games and they have let me know that this is an issue that I’m assuming 2K knows about and is working towards fixing. I also tried using different PCs with no avail.

Is there anyone else who had a similar issue and have you found any fix for it?

Otherwise sounds like a waiting game or refund game…
