There are still 8 leaders for the initial release not yet identified. That makes Gandhi possible, but,I think you might still have to wait for a later DLC, because they already have Ashoka,and he already has that same double persona you would like to see for Gandhi.

But I'd guess later because he's been a staple in this game forever.

And with leaders now a separate entity, you'll likely see many others come before him.

Firaxis is definitely having fun with their leaders.

either DLC or not, he's a Civ staple, I'm totally fine with him in the game.

In Civ 6, Alexander wasn't in the base game but came as a DLC leading Macedon. It's possible Ghandi can come as a DLC.
