the mods are all zip files, but you don't even have to unzip them, just open in explorer, then copy the folder inside into this location:
C:\Users\YOURNAME\AppData\Local\Firaxis Games\Sid Meier's Civilization VII\Mods
(the appdata was "hidden" in my win11)
all mods are automatically activated when you start the game, but you can deactivate any if you want, in the menu
(this is for Windows/Steam - for MAC and other platforms than steam, read the instructions in Sukritacts mod)

You should have done that way earlier. Especially considering how bad the games shape is currently.
And then indeed, as Franky wrote, unzip/extract the folder and contents out of the zip into that mods folder.
