Terrace Farms?
I'm playing a game as Pachacuti—Inca(exp.), and I can't seem to build any terrace farms. I have the unique civic studied, and the tile I'm trying to place it on is a rough jungle adjacent to a mountain plain. As far as I can tell, I should be able to buy or build one, but fsr, I can't. I started another game just to see if it was the save I was on, but the same thing also happened in the other game. I was just wondering if anyone else is having the same issue or if anyone might have a solution.

Do you have built a wood cutter on that tile? All these unique improvements that "do not remove the warehouse bonus" need a rural city tile first. That said I couldn't build any terrace farms either, but I thought it's just because i had no valid plots.
