You'll never get them across - they'll die enroute. The damage they every turn in the "rough seas" will chew them up. 1 or 2 tiles OK, but an ocean journey not in the cards...
There's a separate tech for civilian and support units to cross with, and it appears earlier, probably to help with settling for treasure fleets.
I also think it fits the flavor of the Exploration Age... military units should be able to cross a bit later compared to scouts or settlers, which represent the first explorers
Cartography, one of the first three techs you can research is the one that allows civilian and support units to cross open ocean. (these are your scouts and settlers).
Shipbuilding, a later tech, is the one you can research to let military units cross open ocean.
What I found was that commanders fit into the "civilian and support" category. So before you can send a military unit across on its own, you can send a commander packed with military units.
I just posted this because I was wondering, and wanting to discuss. if it was an unexpected exploit or an actual design choice.
