City can't be captured: what am i missing?
So can anyone see why Athens in this screen is not flipping? I occupied all fortified districts (even went along all tiles of the city to make sure I din't miss anything. Could there be a wonder or special ability I ma unaware of that prevents capturing the city?

They don't all look occupied in this screenshot. Have you already tried it with a unit on each district?

Usually, they don't have to be occupied at the same time with a unit, but get flipped when having them occupied at some point, right?

But indeed, going to try this. Would however, still be abnormal if that was the issue.

Update. Seems like other civs being at war with my enemy are messing it up: A unit from the yellow AI was able to enter the square while mine was on it, triggering "district captured".

Probably one of the wonders counts as a fortified district and needs to be conquered. I don't know from the top of my head which wonder that was, but that city has a lot, and it wouldn't suprise me if there is a wonder that needs capturing in there as well.

You are right btw, you only need to conquer it and don't need to keep it occupied. Althoug when not occupied, the enemy can obviously easily capture the district back.

Was also my first idea, but I now tried all tiles (not only districts) - I guess it realyl is this "other unit" from Ai stuff that just shouldn't be able to enter tiles where my units already are...

There are the fortress wonders which count as a district, and yes district tiles just need to be captured and u can jump off it. But all districts with walls needs to be captured else that city wont become yours.
I believe that the Red Fort, an Exploration wonder, does this, becomes another fortified district that must be captured to finish capturing a city. I don't know if any others have this effect.

In this case, yes, it's the unit belonging to your co-belligerent that's doing this. Good initiative. Kudos to the AI. You and I should do the same whenever we can. You win the game by getting a victory condition, but, also by keeping any other civ from getting a win condition before you do, so this AI is helping itself win by messing with your game.

The other object lesson is that we should always leave a unit in captured districts. I guess a scout would have done in this instance.

Sure, but I'm confident that is the case. That's what make me think it is a bug - just here asking for anything obvious I might have missed or similar experience.

I don't recognize the unit type the AI did this with. It seems to have a chevron, so is presumably a military unit, rather than some merchant or other civilian unit that can occupy the same hex as a military unit.

Addendum: It looks from the color like a Hatshepsut unit, and she's Buganda, which has a unique civilian unit, the Mwami. It is listed as a "civilian" unit, despite being a commander, go figure. It looks like it's counting as a civilian for movement purposes, so it gets to stack with your units, but somehow also counts as a military unit disputing your control of the captured city.

Interesting, thanks. Also: it seems that this "disputing" cannot be reversed, even when re-occupying the district and having the tooltip clearly showing "occupied by <you>".

Can’t count how many times this happens to me in EU4. I go to war and another AI decides “hey I want those same provinces” and BUM RUSHES them.

Weird.

I am having the same issue, and was hoping this was the bug for me too. But, my enemy isn’t at war with anyone else, so now I’m really confused.
