You are right btw, you only need to conquer it and don't need to keep it occupied. Althoug when not occupied, the enemy can obviously easily capture the district back.
Was also my first idea, but I now tried all tiles (not only districts) - I guess it realyl is this "other unit" from Ai stuff that just shouldn't be able to enter tiles where my units already are...
In this case, yes, it's the unit belonging to your co-belligerent that's doing this. Good initiative. Kudos to the AI. You and I should do the same whenever we can. You win the game by getting a victory condition, but, also by keeping any other civ from getting a win condition before you do, so this AI is helping itself win by messing with your game.
The other object lesson is that we should always leave a unit in captured districts. I guess a scout would have done in this instance.
Actually, the AI was able to move its unit to the tile WHILE my unit was still there.
Addendum: It looks from the color like a Hatshepsut unit, and she's Buganda, which has a unique civilian unit, the Mwami. It is listed as a "civilian" unit, despite being a commander, go figure. It looks like it's counting as a civilian for movement purposes, so it gets to stack with your units, but somehow also counts as a military unit disputing your control of the captured city.
I am having the same issue, and was hoping this was the bug for me too. But, my enemy isn’t at war with anyone else, so now I’m really confused.
