Can anyone help with this?

I am using an Apple M1 Max, and an hour ago...

Now it will not open.

ayo, had the same and im on macos m3. It worked for me after i deleted In-Game Overlay Data under The Settings->Privacy-In-Game Overlay Data and then Delete. So its probably Steams fault. Also I put my language from English to german but im guessing the first thing fixed the issue.
This also happens to me now, but these changes do not resolve my issue. It worked the past 2 days and now it just stopped launching

Figured it out on Mac (following what the Windows fix was & the dump Mac dump log:) )...
Click on Launchpad and start Terminal
cd /Users
ls (this is to get a list of the folders)
cd CSlug (instead of CSlug type your username folder)
cd Library
cd Application\ Support
cd Civilization\ VII
sudo rm LegalDocument.cache

It'll ask for your Mac password.

not a mac user here but this same file handled it on Windows for me. cheers and enjoy points.

Why would these files not exist for me????? I've re-installed twice + verified. Nothing

This worked for me as well
None of these solutions worked for me and Steam refuses to refund the game...
@Kearra_Nicolle Thank you so much for posting this inquiry with the relevant details. @CSlug, those instructions were perfect and I was so happy to get my Civ VII game up and running again quickly. Very appreciative of your help!

Thanks all, removing this file “LegalChoice.cache” worked.

On macOS (no sudo or password required):
rm ~/Library/Application\ Support/Civilization\ VII/LegalChoice.cache

I was playing on my Mac because it was crashing on my PC. After removing both LegalChoice.cache AND LegalDocument.cache from my Windows PC, the game finally started!

Here are the paths on my machine:
\\Users\<username>\AppData\Local\Firaxis Games\Sid Meier’s Civilization VII\LegalDocument.cache \\Users\<username>\AppData\Local\Firaxis Games\Sid Meier’s Civilization VII\LegalChoice.cache

You deserve an award my friend. I've been going back and forth with official Civ 7 support for literally days, with them suggestion all these useless steps like running diagnostic, fixing disc permissions etc... This actually worked!

The fact that the game has a bug like this and that it took a community member to come up with a solution makes the cost of the game completely ridiculous
