You should be able to use the ranged group attack on water targets but who knows.
Would make a lot of sense if you could just attack with the commander and his army. WTF is up with that? Like to know the devs answers for their choice on combat here. In ARA you had leaders with armies of units that fought together. This feels like a step backwards in Civ7.
yea you have to unstack but the commander has the ability to command all units to attack same target next turn
Commander has a full unpack and pack button. See a unit? Hit the button unpack, kill, then hit the pack button and continue marching forth. If your commander has the units can move after deploying perk, you can do it all in a single turn. It's just you need movement left to repack into the commander so you just do it at the start of the next turn.
There is nothing to fix. They are not supposed to be used as "doom stacks". Learn how to use them properly and stop thinking about it the wrong way.
ok, well if you can do all that in one turn. So if you have more than one unit with leader, do they all unpacked in the same hex? Sounds like no?
The idea of a 'doom' stack doesn't even apply. You can limit how much the commander can move. So it would make sense a better commander could lead more units. Which doesn't seem like an exploit.
