Treasure Fleet bug (or am I missing something)
This has happened two games in a row. I have a distant town just about 10 hexes west of my capital. It has multiple treasures AND a fishing quay - but it will not spawn a treasure fleet. I have another town on a different island and it spawns a treasure fleet just fine. What should I be looking for?
NOTE: this one town that has a problem has just one hex on it and rest is water - do I need some kind of other district

I'm not sure that is accurate. In a game previously I'm pretty sure I did the economic path in Exploration Age with only 3 towns that had exotic resource. Cocoa and another. I know if you are following the 'guideline quests' it tasks you with having 5, but i think that might be because its quicker to tick the score up when they are going.

I have experienced the bug OP has though, and that was [in another game] with only 2 towns in distant lands.

It seems that treasure fleets are sent from only 1 port to your main island. That 1 port, will receive all 5 goods, or at least 5 goods.. maybe not all ie Tea, Spices, Sugar, Silver, Gold, Cocoa. So if you send for example 5 sugar.. that'll spawn them. To send them from the spawn port, you'll need a dock or wharf in it, however, there is a bug where the can spawn in your main island docks, if there is no dock on the distant lands. However these only give 1 score for TF. If you sail them from the distant lands to your nearest base you can get upto 4-5 score per ship, which makes it alot easier to get 30.

Also the spawn port, is usually the first town you place in the distant lands. But it isn't always the spawn port. I've had multiple ships spawn from various cities.. so not quite sure how the game works it out. But usually it's the first town and my first towns are usually next to spices, cacao, tea and sugar. I only recently noticed silver and gold also spawn them.

Thank you for the information that those 6 resources can spawn Treasure Fleets, from the Distant Lands.

I am still trying to figure out many things about game mechanics.
I too have a problem with spawning treasure fleets. The first settlement in distant lands had 2 cocoa and started spawning treasure fleets once prerequisites were met. Two other more recent settlements with a variety of improved treasure resources and fishing quays have not spawned any (and city details do not show any fleets in progress). The initial settlement was on same continent as my homeland and other ones were not. Not sure if that is supposed to matter.
