Place 2 Specialists in non-city center tile ???
Can anyone tell me exactly wth this means? Is it placing a specialist in a town center? Is it placing a specialist in a city tile that isn't in the center? Is it just keeps putting specialists down every chance you get and everywhere you can in hopes that you can (my current approach) fulfill the vague requirements?

Thanks, and thanks for the great word puzzles in game. The term "non-city center tile" I would hope means placing specialists in cities but not in the center, but it's not counting.

You need to place specialists in an urban tile that is not the center tile with the city banner above it. Aside from that, there's some sort of bug where it doesn't seem to update after you place specialists for some reason.

Thanks for the info, peeps. It may be that it won't register until there are two, in the same city. There was a step in the antiquity that said to place four, but it doesn't bother to say they have to be in the same city. Really poorly written info (what there is of it).
What finally registered was placing two in the SAME non-city center tile. I'm beginning to wonder if they didn't outsource some of the information/instruction work to the IRS. The phrase you need, Firaxis, should be something closer to "Place two specialists in the same non-city center tile". Although I still hate that term, just because we have settlements now ARE non-cities.

They did outsource the UI after firing their internal team.
