How to get mote artifacts in modern age?

To win culture you need to get 15 artifacts in your museums. I've send 5 or 6 explorers to only find 9 (exploration and antique). Few were taken by other civs, but majority of them is buried under the cities, wich makes them unobtainable. Is there a way to get more? Can you steal them or rob them from conquered cities?

You can steal them by conquering.

In my first game they were telling me that nothing was left on all four continents, but I sent my explorers out anyway. In the process I found more, so I'm not sure how it works. If more spawn later, or if you have to be near them to spot them.

It tells that all have been found, but not excaveted. They are just shown on the map. I had about 90% of map uncovered during exploration age by missionaries so I could all of them just lying there out my reach. I don't think that anything new has spawned since I have discovered hegemony. I'll keep trying, but I think I will be focusing on other three victory conditions

Cool, I was trying to prove whether wiping out a civ would grant me their artifacts as I only needed one more. Alas I was only needed to take one more city when victory was achieved.

Also when you overbuild on older Era buildings you can get Narrative Event that grants you artifacts
