It’s normal. Steam never opens the workshop before the official release of a game, which is tomorrow for civ 7. We ́ll soon have mods by dozens on it, like for civ V and VI.
EDITH SAYS: If they really open the workshop tomorrow, I take it back, but I don't think that will happen..
but the game is already moddable, you'll find the first ones on civfanatics
I will not using some 3rd party sites to mod the game. Workshop is very handy when it comes to mod updates.
They did say that developers relatives have allready made custom leaders!
But I expect some other platform that steam, because be have Xbox, PS, Nintendo Switch etc… so there most likely is platform that all those can use…. And steam is purely for PC.
