Add army to my fleet commander??

I havé a fleet commander (ship) but the icon to put an army does not work.

Its a misundertstanding to me.

In fact, what i was saying, is wrong. The fleet commander is to regroup ship. and me i was thinking it was for army.

And the army can water travel with good tech. so my probleme is solved.

Fleet commander add ships, like land commander add land units.
Also putting unit under land commander, helps to move land units across the water.. Ofcourse with a risk of losing them in hard sea,

A fleet commander can actually have an army commander attached to it, which is useful because the fleet commander can travel over deep sea early on while you need shipbuilding for army commanders to travel over the sea.
