Is Mongolia bugged?
I just tried doing the Military victory path in Exploration Age as Mongolia. The Non Sufficit Orbis says that you gain 1 point per settlement in a Distant Land, 2 points if it's conquered or follows your religion, and 4 points if it's conquered AND follows your religion. Mongolia has a special trait that gives them 1 point for every conquered city on your homeland as well as for every owned city in the Distant Lands, so theoretically it should be easier for them to accrue points, right?

It seems, however, that this special trait completely overrides the normal rules for Non Sufficit Orbis. Conquering cities in Distant Lands does not award 2 points like for every other Military civ, nor does spreading a religion. This means that Mongolia is forced to capture and control 12 new cities in the Exploration Age to complete their primary win condition, which isn't difficult for them to do but it results in their happiness plummeting like crazy since you quickly go way over the settlement limit. This makes following the victory condition actively detrimental, and so the optimal way to play Mongolia is not to follow the victory track but instead to just raze everything as fast as possible and hope you cripple the enemy enough for the Modern Age.

I genuinely can't tell if this is intentional or not. Nothing in the game tells you that you don't get the normal bonuses for Non Sufficit Orbis, just that you have the option to conquer your homeland, but that's far from the only thing this game obfuscates or lies to the player about. It just doesn't make sense for a Military civ to be crippled by doing the one thing they're good at.

To me it seems like the game sucks on purpose
no but razing a city doesn't lower the points. I think this is meant to be the tactic? Like be like genghis khan and conquer everything then burn it to the ground

That's not true. Razing cities or returning them to opponents removes your points at the end of the turn. If razing was a valid tactic it would give Mongolia an interesting niche, but right now the only way to maintain points is to actively control the settlement
It will be solved with dlc and a couple years of patching
On Civ7 wikipedia, the description of the Mongols power is more explicit "Gain a Victory Point toward the Non Sufficit Orbis Victory for controlled Settlements in the Distant Lands and conquered Settlements in the Homelands."
So on your land you can conquer and destroy cities (you don't have to keep them)
