Attack friendly independent people

How do I attack a Friendly independent people? It won't let me attack their units, and there's no option to declare war.

Are you clicking on their city or the troops? I think I had that problem in a game, and I clicked on the other and was able to declare war. Cant remember which way around it was though

I had to click to attack the units, but my original problem was I was trying to attack from within the Army Commander (using one of the focused attack buttons) and they would not trigger the DOW dialog, it had to be an individual unit outside the Army.

First, you have to make the independent people NOT friendly; then, you can attack them. I did this accidentally by settling a town four tiles away; then they became unhappy with me and only then was I able to fight them.

With a melee unit selected, just use the move button and path into one of their units or their settlement. This will start a war and then you can attack as normal.

I tried this, and it will not work if they are friendly, you have to become un-friendly first. What I am not sure of is how to become unfriendly; the only way I have done it was to settle a city four tiles away.
