I don't really want to get into the thick of whether we're "important" enough today to pull the big money, but I don't think historically it's up for debate that our impact is felt on the world at large. Arguably more than any other "Civ" even when framed by today's global composition.
So a game that is about facets of cultural, political, religious and militaristic expansionism, leaving England out in any form is just absurd.
