Question on an Expansionist Attribute in Modern Age (Legend Unlock)
I have the points and there is a attribute That allows you to pay half of the cost to convert your towns to cities. It will not click, I am positive I made no mistake. Anyway the box says LEGEND UNLOCK. What the heck it that? Sooo frustrating, and nothing in WIKI. Thanks

Basically have to level Leader up to LEVEL 7. Instead of saying LEGEND UNLOCK, it should say "Level 7 Attiribute Unlock."
