Trying to build Necropolis Unique Quarters, but will only let me build the Mastaba...

Am I missing something? It doesn't give a reason why I can't build them. This is an issue in multiple cities/towns. Is there a limit on the number of unique quarters or something? What am I missing? It just has it greyed out and won't let me do it without any explanation. Kinda frustrating.

You need to research a separate Egypt-specific Civic to unlock the second building. And then you need to build them in the same tile (which isn't clear. When I first tried playing yesterday, I thought each building had to be in a different tile, until I realized that multiple buildings can be in the same tile, though there is a low limit, which is 2 in the Antiquity Age. I had to reload an earlier game when I was building the second building in a separate tile.)

No, I've done that. I've built it in my main city and now I want to do the same in other towns and cities.
