Nope. You must have ocean in range of your city, no need to be directly attached to the ocen.
I have a city one title from the ocean, I have tiles in the ocean and I'm next to a naviguable river that jumps into it and I have zero idea why I can't build a ship in there.
I consulted the in game civpedia but it's absolutely useless
So I have gone back about 60 turns to a saved game that predated building that Fishing Boat, and then when I got the next chance I built a Fishing Boat on an Ocean Tile.
I have not yet gotten to the end of 1st Age again, But I expect that to solve the problem.
Alternately when after starting the Age Of Exploration, try building a Fishing Boat on an Ocean Tile. This "Might" work, and allow you to build on an Ocean tile after that.
But looking at the Game Map of my Continent at the start of the Exploration Age, several (2 or 3) of the 5 (known) Empires have NO way to build a Cog at their new Capital City, and then get that Cog to the Ocean (Deep Water).
When that happens to you, you might have to upgrade one of your Towns that have access to the Ocean, to a City, in order to build deep water Ships in the Age of Exploration.
