Reset your download cache in download settings.

i have the same problem. restart steam and restart download cache not helping.

i have restarted steam and my pc seemingly 6 times at this point and it wont install. It seems to fail trying to download.....

can't download. ridiculously slow download rate and download failing. asked for a refund. i will not look at this game for a long time. you had my trust firaxis, one of the remaining few and you blew it. also perplexed about the message control on influencers on youtube.
