Military engineer support unit could build roads manually, in Civ 6, but you have to build an encampment district, and a barracks and armory building in it, to build the military engineer.
Again, I don't own Civ 7, but that's the one way roads were manually built in the last game.
Apart from manually building them, though, yeah, looks like in this one merchants build them like trade-routes had in the last game, which others said.
not sure if im doing something wrong or its a bug, but my town didn't connect a road to my city and my city isnt getting any of the yields from it.
Me neither. I have settled 5 tiles away, absolutely no water in between, yet no road was created.
"Cannot build a road: no settlements within range that need connection back to this settlement"
Same! Three ways possible, but the button is greyed out!
