Apparently 3rd party keys are bugged [FIXED!]
Bought from Green Man Gaming (Founders Edition) and no option to download right now. Multiple people on Reddit reporting the same thing.

EDIT: To be abundantly clear, this is an issue on Steam's end and is their responsibility to fix.

EDIT 2: It has been fixed!

Greenman gaming is a legitimate store not a key selling marketplace like CD Keys or the like. It should work, Firaxis will have sold GMG the keys and so will get paid.

Same issue, looks like the edition granted isn't actually matched to the license on Steam associated with directly purchasing the game on Steam, so while all the DLC activates it doesn't grant access to the pre-launch, which is unfortunate but hopefully will be fixed Soon™.

Bought Founders from Take-Two official website and no access after 1 reboot and 5 relaunch of steam... Not sure if relevant but it's not steam and no access atm

Just a curious question. If you are planning to play the game in steam why dont you buy directly from steam store?

You can get it discounted. You can save a couple of bucks, by buying from them.
