The way it's priced, you are basically pre-ordering DLC, assuming the DLC is priced at $30 each. If DLC ends up being less than that it's even lower value than I thought.
This game is so well-designed that I have no concerns committing to two years of development starting with the Founders Edition.
Important to note, there is nothing wrong with the base game. It's fully playable. You just won't have as much variety when facing random opponents.
You can always purchase more Civilizations, Leaders, and Wonders when necessary. If you can't afford it right now, it's not a big deal.
Regardless of what you choose to do, you have a long wait for the expansions.
Grab a pillow and remain calm.
You can probably pick up the extra content at some later time and maybe if there's a sale, you'll save a few bucks.

And yes OP it is worth it if you would have bought the DLC anyway...
but its a take it or leave it situation and apparently they are going to be charging 120 a year on these bundles as they seem to be one per quarter and there will be a year one expansion where htey add a missing age and system. my guess is medieval age and religion have been kept back for year one and the info age and espionage for year 2.
and if there willing to charge 30 for a civ pack i wouldnt like to guess on expansion price 50?
For $40 USD, you essentially only get 8 new Civs and 2 new leaders, plus a leader/civs if you include Tecumseh and Shawnee dlc. 5 days early access if you want to count that as part of the value of which I personally don't.
The only reason I bought it is because I'm positive I will be playing Civ 7 for a very long time and the additional content would enhanced my experience despite it's price.
tldr: Get it only if you're positive you're going to have a great time playing Civ 7 for a very long time!

But cutting the content into small pieces which are just civs or units (so no real mechanics) is just insane
You will regret your purchase
Basic version + real expansions AND if you really really want a specific Civ just buy it later
