Preload is when you can download 99% of a game before it unlocks. It makes it so you can play right away when the game becomes available. It is not the same as Advanced Access which will give you earlier access to the game by preordering certain versions of the game. Pre access will happen in roughly 44 hours from now.

They have to pay for preload, obviously Firaxis thought that 80$ wasn't enough for them to allow preloads.
