Me, I'm always happy to play a game I know I'll play for 1000s of hours eventually and let them collect my data and improve the game :)
Game has to many issues to be enjoyable right now.
I don't even understand your point of view. What developers DON'T take player feedback into account and patch accordingly, these days?
The last game was supported for a decade. They didn't make that happen without income. This isn't Terraria or Stardew Valley, either. Like it or not, every business will close without revenue, and development studios aren't any different. Let the whales spit money out their blow-wholes and enjoy the free content updates and base game, and maybe the big DLCs when they're available. What's wrong with that? FOMO? Entitlement?
Games couldn't afford to not be perfect on launch before, because there was no way to fix them. Then slowly, we started getting patches and dev blogs, DLC's and cosmetics, and whatever else.
I don't like being nickel-and-dimed anymore than you do, trust me. Still, this isn't a problem with the devs, it's the current landscape. So the choice is yours. Make the best decision for you. If there isn't enough to make you feel like you'll make a satisfied purchase, then there are plenty of other titles to choose from.
I see why people are bummed or upset about certain design choices, and about the DLC already being available. I get it. Why make big changes, and why streamline, and why not include all of this for the day one's? It's totally fair to feel those things. To the point of this post, though, everything about taking in feedback and using that to make the game better is GOOD. I sincerely can't believe otherwise. There's a big difference between early copies and in-house players giving feedback, versus hundreds of thousands of players that span a wide array of skill and aptitude.
Do you not want improvements over time? And why does DLC invalidate that?
The game looks feature complete for me, but I also skipped Civ 6's dlc's and updates. Didn't care for it after a few playthroughs. So for a player like me, 7 looks like the holy grail. YMMV.
I wouldn't disagree with that statement. You are looking at a couple of years for two expansions.
However, this game is very much playable at launch. That's something that Civ VI could never achieve. When that game was released, I was not happy. It was straight garbage.
As it is, this game will still be fun. They've given us a lot to work with and practice for.
I can't imagine getting bored for a few hundred hours. I know that I won't clear a thousand until the expansions arrive, but there are other games that we want to play this year. It's not Civilization VII or bust.
AC: Shadows and Anno 117: Pax Romana are on my list.

Really hoping the game ends up being good, as no other 4X games have come close to Civ for me, but at this point I'll probably be sticking with other games for awhile.
Civ 2 fine and complete on release
Civ 3 fine and complete on release but offered an expansion which really was for multiplayer (this was 56k/Rj15 connected, dial tone before connecting days of the internet).
Civ Call to Power 1 & 2 fine and complete on release
Civ 4 was a steaming pile before 2 expansions
Civ 5 was a steaming pile before the 2 expansions.
Sid Meyers Beyond Earth steaming pile and possibly the worst Civ even after expansions and DLC
Civ 6 was a steaming pile until the community helped out the game and balance via modding.
Civ 7 is looking like a steaming pile, but on a wait and see status, and offers day 1 DLC.
Not to mention each iteration of the game has a substantial price hike.
I am starting to see a trend, not just with Civ but all games
It is almost like the game industry is trying to implode on itself, on purpose.
