Well, fellas from US also complaining about Harriet Tubman to be their leader :D Chrchill was in CIV IV and both Victoria and Elizabeth in CIV VI. Furthermore I believe it's the part of their new policy in regards to leaders, that they don't need to be necessairly represented by queens, kings, rulers, presidents or any other political figures. They can also be writers like Machiavelli :D
the edition that content creators and the press have does not seem to include the dlc, so they would not know. very few people would know for certain.
also the list does not make any sense.
one would at least expect the leaders to match the civilisations released with them. yet this list says that we will get Simon Bolivar as leader but no grand Colombia, Peru or Bolivia. it also lists Genghis Khan but no Mongolia.
First of all, probably more info about 1st DLC will be shared later today on the Firaxis stream. Second of all Polygon wrote an article about CIV 7 leaking probably the first 2 leaders and 4 civs content from the March DLC unintentionally or with FIraxis blessing. + there are traces about 2nd DLC content on the EpicGames Data.
There is Mongolia in the game already + as you could notice not every leader will have his respective Civ from the start.
also, why didnt you mention the polygon part immediately, you only mentioned a reddit post, which are usually not very credible. so you will have to forgive me for being sceptical.
I was just going straight to the point. I suppose I could elaborate a little to give it some background, but If I would think those are rumors or speculations, I wouldn't even bother to make this post. Besides I didn't discover it. Someone else did and posted it on reddit. I just shared it in here, cause I know not everyone is reading reddit.

Bulgaria surprises me, but reminds me that they did indeed have their historical time in the sun. And Nepal? Somehow, that surprised me the most. Religious focus?
Wasn't she like a math genius or something? Because this would more likely indicate that she as a leader will get some science bonus. Greait Britain will also be more likely in Modern since Normans are already in Exploration and If I would have to predict the bonuses, there will be something with production (industry revolution) and naval units like it was before. To be honest I don't suspect this part changing significantly from previous civ. Britain is just well known for their Navy and colonizing. This might be a hot take, but I wouldn't be surprised to see Red Coats again as a special military unit. Additionally, Oxford University is already in the game and it will be probably assigned to Britain to build it 30% faster.
Bulgaria was surprising for me too... I have a feeling that this CIV will be somewhat 'Influence' civ like it was in Humankind after they've added Together We Rule DLC. I might be wrong tho.
