If you purchase the base game you'll still be able to purchase the extra content later.

So each level gives an extra dlc pack of Civs, wonders, and leaders and a cosmetic pack.
Both give early access and Shawnee Civ and Tekumseh leader.
I got founder's because I'm looking forward to the game and am pretty sure I'll really enjoy it. The base edition has a ton of content to keep you busy, so it's really up to you which edition to get.
And by persona? What it means? The same thing as age of wonders personality of AI or something?
A persona is a different version of a leader, with different abilities. Check out the two personas of Ashoka here for example:

You're paying for the dlc, the cosmetics are just a bonus. Really reaching trying to criticize that one.
Oh? They won't be available to purchase separately? There won't be further fog of war tile cosmetics in the future aside?
They are monetizing tiles. It's ridiculous.
