Will Pre-Order content become DLC later on?

So, the way I read the store page all pre-oder content will be available later on via DLC anyways. Can anyone confirm?

I'll probably not have the time to grind all nations/leaders this year anyways, so I'd rather wait with DLCs for some sale. Also Paradox games keep reminding me how horribly complex it can be to start with all features at once :D

As far as I can tell from the website, everything should be available to pick up later except the Founder's Content Pack, which is:

Founders Content Pack, which includes:
2 leader personas
4 profile customizations
1 fog of war tile set
1 Founders palace skin

The founder's pack will only be available until February 28, the founder's content pack seems to be the only thing from the Founders edition which will not be available later on, at least from the info they provide.

thanks, didn't realize that it was missing a footnote. Looked up their website and found this:

so seems like only visual content and maybe some fluff will be "missed out".

yeah, everything outside of cosmetic stuff will be available later on for everyone.

Think of it like the Civ 6 Aztecs. You can either get them by pre-ordering, or you can just get then later as dlc
