America and Mexico have already had full game guide descriptions and are on the roster there, so they are clearly in.
Buganda has appeared in a schematic of civ succession, as a possible choice for Hatshepsut if she goes Songhai in Exploration. Similarly, Mughal has appeared as a Modern Age Indian successor civ. I have been told that Qing has also ben mentioned as the Modern successor to Ming China, but I'm not clear on exactly where that was mentioned. I'm also not so clear on French Empire, but I believe that might also have appeared on one of those succession schematics, or as side-information in what they have said about Napoleon and his two personas.
Himiko and Meiji Japan were clearly mentioned in an announcement for the console market, but since they have promised parity across platforms, it is probably safe to assume that Meiji Japan is in as well, for PC as well as console.
Siam, as far as I know, appears only as the symbol for one of the AIs in the Modern Age livestream. There is no gameplay interaction with that civ in the livestream, and not even any mention in passing by the participants. Since the 4 Deluxe civs are going to be released in March, they are almost certainly developed enough to be playable, and would need to have been play-tested extensively in-house at Firaxis by the time the Modern livestream was recorded. I think that Siam is pretty much certain to be either base game or one of the Deluxe civs, or perhaps even just an early Founder's civ, but has not at all been promised as a base game civ.
So, that's certainty for Mexico and America, and near-certainty for Buganda, Mughal, Qing (I'm relying on reports for that one), French Empire, and Meiji Japan.
If Siam is in, that leaves only 2 slots for civs we haven't heard about yet, but it's 3 if Siam turns out to be a Deluxe civ they were just play-testing in the livestream.
You would think they would really want England, Russia, and Germany, so that's another reason to think that Siam is not on the roster for the base game. If there are only two slots left because Siam did make the cut, which of the 3 that I named will be excluded? Yikes!

They do have this pattern of giving the different ages new resources, so there you go, Wakanda is a natural.
That being said civ transition from modern to say information will be a fun topic. Ala America and France obviously still exist today, so their take on what they transition towards will be interesting. Will the French Empire transition into a modern French Republic, etc? Lot of cool avenues if they go that route. For example Nasser as a leader, and a UAR civ could be really cool

No Russia eh? Let's be honest only really relevant one's to the current age are America, China, Russia, and EU though interestingly it seems like they are not doing EU but individual modern european countries. Wouldn't be surprised if they leave Russia out entirely which will be real stupid when including literally who countries.

My highschool history book had a whole chapter dedicated to China's history, and when we got to that chapter our teacher told us to skip the chapter about China, because that wasn't part of the state enforced curriculum, so we got another chapter of how bad colonialism was, again.
