Many players are saying that the AI gangs up on you on the last age if you get close to winning. So you could try and plan out how many fronts you would theoretically have, and then get that many army commanders. But you'll have the entire modern age to build those out so no rush. Same with naval commanders. I generally have conquered the land I actually want by the modern age so I plan my armies and navies from a defensive perspective, except for if I need to assault someone else's victory project.
