Moving ships and naval commanders out of landlocked cities

Is there a way to move ships and naval commanders to another city? During the transition to the modern age a lot of my navy got moved to a landlocked system with no access to the ocean.

Last game that I played that happened to my ship and a commander.

It was locked to one tile by neighbouring unfriendly territory. No way to move it without declaring war. If it's a landmass, you're hooped.

You'll have to delete the units and rebuild.

I see, it is not just me. Hope they get this fixed soon.

My navy got decimated by the transition, and the units I did get were hopelessly landlocked. Did they playtest this mess at all? This game is a HUGE disappointment.
