what is chain icon on a city

I cannot repair a district even though th eoption is there but when i select it, it ignores it. I see also a chain icon on the city. Another city without this icon has no issue in repairing. It can be a coincidens of course....So what is the meaning of the chain icon?

In my game the chain icon appeared when I conquered and kept a city from another civ. The chain icon was removed during an Era transition.

The chain icon does indeed mean that it's a city that used to belong to another civ, which you took over by force, or as a peace deal.
When the era transitions, it will no longer be considered an occupied city, and the chain icon will disappear.
