The earliest it can go on sale is 1 month from release. That's steam's rules (except pre-order/release discount) for all games. So the earliest possibility is steam's spring sale in March.
it'll be priced down when it is priced down. until then it'll be regular price.
Maybe 50% off to match the 50% reviews
On the other hand, it might be better to wair until some decent DLCs are in place and get it as bundle on sale.
