How to Achieve Cultural Victory?
I am having a problem with finishing out my artifacts. I currently have 10/15 but there are no more digsites on the map. How do i finish out my cultural victory?

If there are no more to be dug out of the ground then the other option is to "borrow" some from your neighbor... go take over a city where he has them stored (in a museum probably) or that is my theory anyway. Give it a try and let us know how it went :)

Let me speak plainly then. Go start a war and conquer the enemy cities that house them and then you get your artifacts.

You can also get artifacts from building over stuff from the previous eras, however, I am not sure what the chances of that event popping up are. Or if there are specific requirements. It doesn't seem fully reliable. You'll get a couple artifacts that way, but if you want a culture victory you have to copy the AI.

Spam the absolute dog crap out of the Explorers and have a dozen or more running around the map to grab things up before the AI does. The AI is HYPER AGGRESSIVE on the artifact hunt, so you have to match that, be super far ahead in your science/culture, or you fail.
If you researched hegemony and studied at a museum on every continent and there's none left then yes you have to go to war afaik. There's potential to get some from narrative events and city states as well

Speaking of study at museum, I really think that should be a repeatable option. However, after the first time it only reveals one location randomly on the landmass and takes longer. This way you can still pursue the Victory Condition but it is heavily slowed down if you miss the initial rush.

Did anyone figure out how to see which settlements the other leaders have artifacts stored in so I can do a focused assault and claim them?

Hegemony lets you get a second round of dig sites, it's in the cultural tree. Otherwise yeah, go kill an enemy city with museums and universities and grab his.

Follow the same logic that applied to your own progression. The Palace should have one, and wherever they built a museum has a chance. Your diggers can show you where museums are pretty easily.
