Let me speak plainly then. Go start a war and conquer the enemy cities that house them and then you get your artifacts.
Spam the absolute dog crap out of the Explorers and have a dozen or more running around the map to grab things up before the AI does. The AI is HYPER AGGRESSIVE on the artifact hunt, so you have to match that, be super far ahead in your science/culture, or you fail.

Follow the same logic that applied to your own progression. The Palace should have one, and wherever they built a museum has a chance. Your diggers can show you where museums are pretty easily.
