alocate resources

hi, i have 2 citys and 4 towns all will full allocated resources but i need to change them to get more happy s in to my towns (no other way of helping them which is bad). How do you do this?
i have clicked all over this screen but it seems fixed.

There is a leaf icon at the top left of the screen that you an use. This screen allows you to swap resources between your cities and towns.

If you are unable to place a specif recourse to your desired location it may be due to:
> Most likely the resource you want it not connected via trade route (road or sea)
> The resource is a city specific (these cant be used by towns)
> The resource is a factory specific (can only be used by locations with factories)

You need to click on the ressource and then click on the "empty" icon on the left that appears. You cannot drag them with your mouse. Yes, it's stupid. It's a console mechanic.

if you recently changed then than sometimes you cannot change them again until the next turn

OK thanks i will wait a turn and try again. Overall this mechanism is very clunky
