What counts as a coastal city?
Does it have to be on the coast itself? Or just control a water tile?

What is your definition of a coastal city? (Idk if this is a term somewhere in the game) A city that is able to build ships? Unless you build a fishing quay/pier/dock/port/shipyard pretty sure you need to have the palace on a tile adjacent to a coast, lake, or navigable river.

A coastal city by the game’s definition is a city with a coastal tile right next to the city center. It doesn’t matter if it’s 1 or 3 tiles it just needs the one. Tested this last night by placing in the “15% gold for coastal cities” social policy in and seeing if the city 1 tile off bordering a coast’s gold went up.

Basically the treasure fleet thing says it needs to be a coastal city. So I'm wondering what exactly counts.

Okay that's confusing. I believe skull in terms of that bonus applying, but I have made cities with their city centers NOT adjacent to coasts and was able to produce treasure fleets by building fishing quays.

Does building a fishing quay convert a city to a coastal city? Idk. Honestly the game should explain these things better.

Any city with at least 1 tile in coastal water is enough to receive a treasure fleet. (so long as it has a dock to unload at.)

So you need coast within your 3 tile circle!
I was also thinking that. But did not test it!

Yeah, I've got cities that are right on the coast, as well as ones that just have a water tile within it's zone. Just wasn't sure what the game counted.
The city needs to have ocean tiles and a place for ships to dock.if your city is inland, that means plopping urban districts over to the shore and placing the dock. A fishing quay should work, but it may need to be the Exploration era building.

It is a city that can build a fishing quay. Not all city centers have to be adjacent to water.

I think you are confusing the Treasure Fleet thing with the "Coastal City" bonus thing. The Treasure Fleet is any hex in the water (with a Quay). See the above test by Skull.
