Why does the game tell me that I unlocked Civilizations that I can't play as because of the Leader picked?

Siam was bugged, but got fixed. Four temples does unlock it properly now.

Great Britain is bugged currently, though. The only way it works for me is if playing as Ada Lovelace... otherwise, building two naval commanders in either of the earlier ages will prompt the 'Unlocked' notification but not actually give me the choice to play as them.

So what's the point of telling me about it? Why does the game tell me I can use a civilization when I actually can't? Lazy programming?

Great Britain does not become available until the Modern Era. You UNLOCK getting to choose it in an earlier Era, probably during Exploration Era, unless you have took Ada Lovelace as your Leader during Antiquity.

I just checked the Unlock Screen, there are THREE ways to unlock Great Britain

(I suspect based on your message above, that you probably unlocked GB by having 2 Fleet Commanders in the Exploration Era. Do you have that DLC that put Ada Lovelace and Great Britain into Civ VII?, i.e. the Crossroads of the World DLC? that came out almost 2 weeks ago?)

1) Choose Ada Lovelace as your Leader during Antiquity Era.
2) Have 2 Fleet Commanders during the Exploration Era.
3) Play as Rome in Antiquity Era.

as long as you satisfy ONE of those 3 Unlocks,

You will (should) be able to take Great Britain as your Civ in the MODERN ERA.

I agree with the Op that this might be bugged. I have played several games since the update and only playing Lovelace did I get the option for GB. I unlocked GB in most of my other playthroughs but it always showed locked during the Era change.

Ive unlocked it a few times with fleet commanders but its never available unless I selected Ada as my leader
seems bugged

Pretty much life in general. This is how I feel when the internet goes out, an app doesn't work or my wife has a "headache".
Playing as Rome in Antiquity, is supposed to Unlock Great Britain (no matter what Leader you are playing).

Any actual experience on whether that works to get GB in Modern Era?

Personally, I think that playing as the Normans (no matter what Leader you are playing), in Exploration Era, ought to Unlock Great Britain in the Modern Era.

Actually, I tested it, and the quote is right: Rome does allow GB even without Ada. So my original post on the thread is mostly right but needs to be slightly amended:

Great Britain is bugged as far as unlocking it via making two naval commanders.

But Great Britain does unlock when playing as Ada (which I said originally) AND/OR when playing as Rome.
