What is different, though, is that you should be able to reject the peace deal proposal, check the map and do whatever else you'd like, then resend identical terms and they should still be willing to accept it.

The easiest solution is to reject the peace deal, take a good look at the map and then offer Frederick a peace deal with him ceding a settlement that you would like. He probably won't accept this deal on the first try, but if you wait a few turns he will offer peace again, and likely will accept the deal on your terms.
When I am at war and it is nearing the time when peace deals can be made, I always make a list of the enemy settlements that I would like to have, in order of preference. The enemy will usually make a peace offer if he isn't winning, and you can specify which settlement you would accept.
