the only 4x civ-like AI that does NOT suck is:
pandora AI and the old world AI.

Yes Old World AI is very good (compared to other civ games). On other hand Pandora AI is just broken. All AI players in Pandora will attack player which has worst military / economy ratio (regardle any diplomacy and agreements). So game will start 7 vs 1. One player is eliminated. Then cycle repeat itself. They chose another target 6 vs 1. Than 5 vs 1 etc. This make Pandora very stupid game.

what's this pandora ai??

https://store.steampowered.com/app/287580/Pandora_First_Contact/

it had an okish AI, but one modder made it his quest to improve it. it was improved by a lot and the devs included his AI in the base-game.

downside: it plays like a player with almost zero roleplay and it does pile on the player
upside: same as downside

old world AI is the best thematic AI i know in a 4x civ-like game but i´m open to suggestions! there are other passable AIs from other 4x games though that are not civ-like.

I don't only want better AI, I want a subscription service to hook the game up to chatgpt or something so I can have human-like AI.

I also want mod support so I can declare war against Twilight Sparkle while playing as Dr. Evil.

Yeah that's what I dislike about the CIV's.

The Difficulty seems to be made for kid's that they can feel great. This or they really do not know how to programm some clever algo that can play the game.

Eighter way it is a fun killer for sure for one that wants to have a nice fight mid and late game.

My CIV games always ends the same way boring and me wondering why I build all this carriers and submarines and fighters and tanks for (and those stupid op robots) whole infrastructure and armies only to end the game dissapointed every time due to zero challange.

While other games also suffer a bit from that in CIV it is extreme but that's why I suspect it could be intentional?

I don't think it is intentional. I think Civ just has so much to keep track of, especially if you start micromanaging cities that the ai just gets bogged down in it. The fact that each city needs to be done individually bogs it down even further.

This is why some of us say death stacks were better, the ai couldn't properly move an army, especially in the earlier eras in V. ranged units always came in 1st and blocked the melee units, so if you targeted the melee units 1st, you could almost never lose a city.

In some of the old rts's, especially American Conquest, the simpler factions could just run wild and burn half your settlements down before you even have a chance to react. Even if you did fend them off, they would take advantage of the easier build requirements and just keep coming while you are still trying to recover. They also seemed to be coded to go after workers and builders that produced them 1st, so you had to start from the basics.

The only decisive victory i had in this situation was tucked away in a corner of the map behind a large lake so I only had to defend 2 narrow choke points. I even tried putting picket lines out but they would just go whipping past them.

Any of the European or USA factions were easy to fend off in the field and couldn't do nearly as much damage when they did sneak through. There were a lot of complaints from players never being able to win in this scenario. I even tried the 'Attack them so they leave you alone' strategy but their units were so much faster it just didn't work.

Now that every faction tends to be 'balanced' with similar requirements there are no simple factions in strategy games that the ai can excel in.
Hard to believe you can't teach AI to play Civilization, while AIs are already running around beating humans at other games, creating crazy good images, text, etc.

Those are easy… because those don´t need intelligense. Just repeating same simple patterns.
In games like thse repeating same simple patterns does not work.
I met an AI stripper and she indeed did suck.
