Update Idea: Terror and Revolt
I think you should add a terrorism update, the game is called civilization, but really has nothing to do with the citizens. I think it would be nice for civilizations that are unhappy be more prone to terrorism, that is against the civilization they come from as well as civilizations that the civilization trades with.

In this way, a series of grievances will be built up, as well as it would do immediate damage to resources and improvements of warring civilizations. A symptom of chaos, being chaos. As well as destabilizing a civilization through governmental or spy actions would cause certain effects. I think a varying degree could be in place, where it goes from an attack here and there which may or may not be effective, to larger more damaging attacks, attacks that require decisions to be made that will effect other citizens as well such as a negotiation and ultimately the revolt and desertion of citizens, units, and cities. City States can also participate in terrorism. As well as terrorism rising from citizens inability to access certain resources that they want, that another civilization has. A kind of terrorism that happens even when civilizations are considered happy.

I feel like by providing more actions for the citizens to take as though they have their own free will, would provide civilization with more depth, and challenges going forward. As well require players to make more decisions as an actual leader and make the game more than just quick warmonger victories.

Terrorism + Assassinations are two things that you'll never see in a Firaxis game.

Spies in Civ VI did quite a bit of damage.

That's about as nasty as it gets.

Next to nukes.

Im not interested in assassinations, though they could do that with the government officials they have introduced, the leaders not so much. But firaxis is casually "for people of all ages" so its understandable that direct violence won't be depicted. Though, that is what war is. Terrorism is a symptom of that, and from a historical point of view, should not be ignored.
